Doing track maintenance in a planned manner reduces the overall cost of a series of related activities. To obtain optimum results, the planners should be experienced and technically knowledgeable. Some of the more important principles to consider when making any plan are: (a) establishing the size of the permanent work force, (b) implementing directives from regulatory bodies, (c) establishing standards, (d) measuring rate of plant deterioration, (e) educating principals, (f) communicating effectively, (g) mechanizing maintenance, (h) forecasting future travel levels, (i) creating a plant inventory, (j) establishing a planning period, (k) establishing a logical sequence for replacement of components, (k) coordinating maintenance activities with train schedules, and (l) reporting progress of work and comparing it with the plan.
